I don't think so. :) I went through the document when this first came up in 2013. And I've gone through it again just now. And I don't see it as a "plan to kill off mankind".

Rather, I see it as elements of a presentation given in 2001 to incite thought and discussion around what then-current technologies and technological and economic trends would likely mean to the nature of warfare in the near future, and especially, how to defend (if possible) CONUS (the continental United States) in the event of technologically-advanced attack.

The presentation comes to the conclusions that (1) US military has focused on offensive approaches and is not well prepared for defense of CONUS; (2) all branches of military need to become more SOF-like (Special Operations Forces), as those will be the only ones with a chance of still standing if such attack occurs; and (3) it would be best to focus on addressing causes of war, so such an attack need never occur. ("Give Peace a chance" - what a concept. :)

Bearing in mind that this presentation occurred in 2001, I'm wondering now if some of the strange and seemingly-inexplicable actions by government since then were done in awareness of the need to head off the likelihood of war. Why did President Obama send the bust of Churchill back to England, early in his first term? Why has President Obama spoken favorably of Muslims? Why now is 'sovereignty' over Internet being freed up into control of other nations? Et cetera.
