The observable universe is most recently estimated to have 500 billion galaxies. If that is the realm the reader was referring to as having 5.6 trillion planets with intelligent life, then that would work out to about 11 per galaxy. (If it was just our Milky Way galaxy that was being referred to, with about 100 million stars, that would work out to an untenable 56 intelligently inhabited planets per star.)
Or perhaps we haven't actually met any of them yet, and we have only encountered terrestrial elementals masquerading as visitors from other planets.
