While there are sometimes drills and simulations and hoaxes (or elements of such combined with real events fused together in media coverage of other events) I will point out how flimsy the case made by the Youtube poster is:

He claims that the eyewitness is a hoaxer who works for a PR company and is incongruent with being a witness to a real shooting tragedy.

The facts shown there include that she is an intern with a PR company and works as a volunteer at the FSU college radio station, meaning she is still a student at FSU. A student into media and communications would be excited about getting to appear on TV, which is reflected in her demeanor.

Just yesterday a friend of mine and I were looking at a peacock and he mentioned how their feather arrangement is actually able to protect against bullets... so why not books stopping bullets?

Those seeking to explain every major story of mass violence as a hoax need to examine how they are analyzing evidence and distorting and filtering information to fit their theory. The claim that this event was a hoax just isn't supported by the facts. There is a lot of deception in news coverage, but some people become so focused on it that they see it even when it's not there.
