The tybil.com link provides a link to the FDA report which is apparently obsolete.

The FDA's reports on lead in lipstick are summarized at the following link, which includes the list of the 400 lipsticks which is at the bottom of the page:

The table in that report lists the lipsticks in order of decreasing amounts of lead. Note that the last three entries in the table have values of "<0.026" for ppm of lead(Pb). That is the detection limit of the assay, which means that no lead could be detected in those three products using this assay.

That article lists the detection limit as 0.04 ppm Pb, so apparently the FDA was able to improve the limit down to 0.026 ppm.

The report notes that the FDA has not yet set limits for lead in cosmetics, which is an unfortunate contrast to their propensity to attack things which are actually beneficial.
