(Though the gummint has certainly claimed 'rights'!)

Whether Articles of Confederation or the later Constitution, including all Amendments - particularly the ones properly accepted by the required number of states - "we" have only 'givin' the government RESPONSIBILITIES.

A word makes a big difference.
