there are three points that should be understood about this form of order,
1, the DICK act of 1902, strictly forbids the any federal government restrictions on gun ownership and use.

2, "the militia" is "the peoples army" and is made up of ordinary people who band together to protect themselves and the constitution from an out of control federal government, it is armed,fed,clothed and well regulated by "the people" and therefore is "the armed opposition" to the federal government, and therefore "cannot" be regulated by the federal government, because it is not and cannot be part of the federal government!

3,then you have to comprehend what regulated means,
" to restrict or control the use of"

the militia is there to restrict and control the federal government from becoming tyrannical, or overbearing,
"a well regulated militia" keeps the federal government in check!

IT DOES NOT MEAN IT IS "REGULATED BY" THE FEDERAL GOVERNMENT
because it is not part of the federal government, it is the armed opposition to the federal government, and thats why it was written into the constitution! and thats why we must all defend our militia, because that is us, without them we are in stalin-land, (remember 20 million Russians went missing in ten years)

this latest order is simply cleaver word play by a lawyer, he seems to think that "the peoples militia", is just another part of the armed forces to be regulated and controlled by washington dc warmongers, but it wont change anything, because "WE THE PEOPLE" will simply not comply!
