The Wikipedia article for "Victory at Sea" will clear up how much/little of the music was actually composed by Richard Rodgers.

For Episode 11, "Magnetic North," the only new thing Rodgers wrote was the simple little tune heard for half a minute around 21:57 (a fiddler and guitarist or two seen onscreen very briefly; Robert Russell Bennett makes it a violin solo in the orchestra).

In "arranging" this episode, Bennett "quotes' bits of Rodgers's opening-credits melody a few times, but--other than that fiddle/guitar tune--RRB composed everything else, including all the "wintry" stuff.

Yes, after I posted the music I went back and read the Wikipedia article and realized that should post a clarification. But then I decided to wait a little for the inevitable letter from a reader, which indeed came, courtesy reader VAS. My mind had been poisoned by album notes on the Victory at Sea soundtrack albums I listened to as a kid, which heap praise on the 12+ hours of music "composed by Richard Rodgers and arranged by Robert Russell Bennett". I should have been made suspicious by the words "arranged by" which often indicate who did most of the work. It turns out Rodgers' contribution was to sit down at a piano and write 12 short catchy "themes" to be incorporated into the soundtrack, but it was Bennett who did the creative heavy lifting of composing the 12-13 hours of orchestral music, blending Rodgers recognizable themes here and there into Bennett's own original music. To be fair, writing short, catchy themes was something Rodgers was really good at, and the basis of his reputation. If you buy the soundtrack, or the whole series on DVD, you will be able to pick out his show-tune-like themes here and there and say, oh, that's one of Rodgers'. But to give him the primary composing credit was clearly unwarranted.
