The nature and character of the paper stock is that of being 'monetary'. Instruments of indebtedness, ie. ''commercial paper'' include all manner of State issued 'certifications' or 'certificates', licenses, etc. All such commercial paper is entered of record on various commercial registries of the States. Each State is 'federal' and incorporated, and operate solely on the basis of debt instruments. Even Court Orders are 'money orders', as are all other forms of 'legal process' instruments that are 'registered / recorded' at the Clerk of Court Office. Every transaction entered within any registry of any State is debt-based and used to raise value to account somewhere. All of the 'federal' States of....are sub-sidiary / sub-jurisdictions of the District of Columbia, a corporation operating as a municipality. Another name for the District is THE UNITED STATES aka THE UNITED STATES OF AMERICA, INC.

This may be a long shot, but me thinks not: If the nature of the monetary system worldwide, and especially within the United States is about to change, and assuming the rumors that have circulated for months about the debt default of the US / USA to its prime creditors is true, I opine that the manufacturer of bond and monetary paper stock is being forced to cease / desist under a gagged court order, or some other form of terminating their exclusive monopoly within the elaborate artifice and scheme of the US incorporated fiat geo - political - monetary system.

Birth Certificates are bond instruments which are depository in nature. Same with any other form of license, certification etc. on record. To compel the termination of the creation of monetary paperstock or otherwise cause the company to become inoperable, would be one way of beginning to reverse the entire commercial franchise operation of the 'federal government' and return it to a de jure / lawful government under its organic Charter or a successor Charter.
