Even if in the short term there appears to be significant contamination it might be that there is technology to quickly remediate things - that would be applied after the people consent to letting their land be grabbed. Whether a disaster is natural or man-made you will see powerful interests acquiring the land that people had owned. Farm land is valuable and big industrial agriculture is driving out small farms everywhere.
