The answer to the FAILURE of Socialism is not MORE SOCIALISM. Make-work projects are just another way the government becomes the employer and uses that as a tool to demand political support, while the whole government is supported by a structure of persons being paid off.

But rather than simply be negative, it is better to submit to you a simple idea of how to proceed and see where that goes.

THE US government has accumulated vast amounts of land, and much of this is arable farmland. The best project (IMO) for absorbing a glut of displaced workers is:
1) The CONSTRUCTION of a number of family farms, including wells, small-scale equipment, modular housing, power, and whatever minimal requirements are necessary (such as seed and fertilizer) for subsistence or "subsistence-plus" farming.

2) The TRAINING of displaced citizens in farming.
3) The IMPLEMENTATION of a new HOMESTEAD ACT that would give ownership of these farms to those who work them successfully for a specified period.

In my view, this solution would
1) address the problem of the federal government having usurped the land, which is historically the primary resource of America, and
2) would promote among the population the idea of INDEPENDENCE that has been sorely lacking , with the decline of RUGGED INDIVIDUALISM as fomented by having no viable alternative to entering a work force dominated by (in my experience) "Dilbert-style" executives, and
3) would provide an alternative to those who prefer independence to the Social Contract implied by citizenship. IMO one cannot be born into a contract that demands fealty to a nation. In particular, though, the US is a unique nation, in that it is based on an Idea, Liberty, which is the intent of its Constitution. Citizenship should be conferred based on understanding and agreeing with this Idea. It is unworkable for a Military to swear allegiance to this idea and yet citizens who pay for their military have no understanding of this and instead think their government is there to write them checks. Citizenship must be earned by knowledge and perhaps also (as Heinlein suggested in Starship Troopers ) by a period of service.

While the WPA worked in the 1930s when infrastructure technology was basic wood construction, and thus improved a number of minor bridges and national parks, the means used in building infrastructure today require a degree of competence that goes far beyond what is needed for farming. The primary element in farming, once one is acquainted with methods and has tools, is DILIGENCE. Those with DILIGENCE deserve to survive, and those without it, deserve to fail. As a society we need to get used to this idea. Governments CANNOT be the guardians of those who want to parasitically ride the wagon while others push. Charity must be private, and the best charity is direct without any (probably corrupt) agency or organization in between. But, in fact, as Reagan stated, the best charity is giving someone a job, and a new Homestead Act would accomplish this.
