Response: The California Assembly was guided many times to follow the Federation guidelines and refused to comply and went their own way.

Due to the FACT that the American Assemblies are only just now assembling for the first time after the Civil War because the factions that decided they would take control of this country FAILED to let the Americans know that their Government needed to be reconstructed and to accomplish that the American States needed to assemble to do that.

California is a State of the Union and a Member of the Federation of States as are all the other States by mutual choice of benefit and protection in international jurisdictions of the law.

(That should answer your point of where in history does it show where assembly was summoned, it is now being summoned. There is no precedent as it is being done for the first time.)

Anna did not topple the California government, the Federation oversight dissolved it (not Anna, the FEDERATION) and has started over. Please note this statement in Anna's post: "Any attempt to alter, "redefine", or overthrow these relationships is a crime of treason and insurrection against the actual Government."

Also, our State Governments are based on the TEN Commandments, where stealing, lying and bearing false witness are forbidden.

Until the Assembly coordinator/members return the property that legally belongs to the newly established California State Assembly, they have broken three of God's LAWs-(thou shalt not Steal (The stamps and seals they took and have not returned),thou shalt not bear false witness against a neighbor-LIE and thou shalt not covet anything of thy neighbor(the CA Assembly) are guilty of Treason and Insurrection (because they did not follow guides given by the overseeing Federation).

It is hard enough just trying to assemble all the States without all this bullsh*t. The Federation has clear and concise guidelines for every State to follow to get this done and that is what the assembling Assemblies must do, otherwise we the people will be right back to where we are trying to get away from under the thumb of a Socialist regime.
