I agree - that's a very puzzling paragraph. It is, however, the close caption text that appears on-screen during the video. I don't know how one would take "up to one third of a dose per year" of graphene or anything else, so that sentence seems nonsensical by itself. I'd suppose this might be a significant "error in translation", but I don't know.

Are you sure about the paragraph quoted below. It seems to contradict the rest of the article to me, especially the very last phrase. I added the items in brackets because I had to make assumptions there.
