While there may be some people in those governments who actually believe such plans are viable I would think that the threat of war is a negotiation tool in forming the global governance system to best serve the interests of those countries. It is hard to control the outcome or preserve the land and resources being conquered if war unfolds. The Chinese population are dependent a lot on business with America and would not see war as serving their interests. China can control America through more covert and less violent means (financial and psychological) so it would seem foolish to risk war - ET intervention would be likely if global war arose since that would threaten various ET interests on the planet. Seems that the globalist cabal would like to create order out of chaos and have nations take the blame for the chaos... blaming China for COVID is an example, since any CCP plan to sabotage America serves a greater agenda. There are multiple layers to things... look back to 9-11 where Islamic militants thought they were going to strike America for their cause and Zionist extremists thought they could use the strike to promote their cause while the oil and arms industrialists saw their own benefit from the events and dark occultists had their ideals to carry out. Power infrastructure is vulnerable to solar activity as Earth's magnetic field is shifting and flipping. At some point civilization as a whole would collapse whether or not WW3 occurs first. Beware the hyping of threats and things to be afraid of - while many threats are somewhat real focusing on them with fear just create a lower frequency that can help materialize those realities rather than preventing them.
