Well...looks like the military early in the so-called pandemic ordered a lot of body bags in case the pandemic death rate might turn out to be as high as some predictions.

Having ordered those, and with the order being fulfilled, do you put all of those in a single warehouse somewhere or do you spread them around the country? Or, perhaps as the need appears smaller in reality than had been predicted, do you offer them to be acquired by states and counties that would like to have them at a low cost as long as the recipients pay for shipping?

Dunno, just saying these are possible explanations. :)
