When I was camped out over in one state years ago I used to listen to the scanner chatter all the time and heard some surprising broadcasts, including two shootings. One guy on those law enforcement frequencies said, "I'm gonna get my gear from a C.I. guy". I would guess he was referring to some extra infra-red laser devices or 30 millimeter shock wave stun guns.
