A possible explanation for this is that some of the counties haven't reported totals yet so if you just tally counties that have reported totals you will get less votes relative to the states totals. Counties that are late reporting would be mainly ones in big cities that are heavily democratic, and their incomplete tallies are likely included in the state totals. We'll have to see how this discrepancy is accounted for or changes when more states and counties finalize their tallies.
