That's an interesting suggestion you have there, but this situation appears to be where a possible illegal alien did not respond well to possible surveillance frequencies and went ballistic. As for the cops - it looks like they either knew someone related to the suspect or were ordered not to fire on the man because he is hispanic and/or possibly an illegal immigrant.

I think they had a do not fire order and simply had to do something to stop armed suspect who had some longer range firepower than their handguns, so they simply used what they could to stop suspect. I think one comment I read said that if the cops had fired on him and missed then the suspect might have turned the high powered rifle on them so they ruled out immediately shooting at him.
