When the author of the article was talking about California and they were kicking the can down the road... that is false. He said they were already NOT paying out unemployment benefits, which means they aren't kicking the can down the road, they have arrived at the can and have already had to deal with the consequences of no money in the bank, that means they are ALREADY bankrupt. The phrase of kicking the can down the road means you acquired the money to keep going, and borrowed more than you can pay back, but you are keeping up the appearances of still functioning in a normal fashion - with checks still being paid out. But, he said they haven't paid out checks to nearly 2 million people that filed for benefits. They were trying to raise money by any means possible to keep going, even by getting a huge loan from China, but they're not finding the money. And it is highly unlikely that Trump will allow them to get federal money since they are a democrat state that has followed self destructive liberal policies. With the continued shut down, California will become a third world disaster area. I feel we are much closer to a major collapse of the nation than we ever imagined.
