What the "experts" don't or won't go into is the phenomenal number of calories needed to convert oceans into huge polar ice caps. You would pretty much have to boil the surface of the oceans to supersaturate the atmosphere with water vapor and then somehow have the winds carry that saturation to the poles for deposition as ice. Otherwise the vapor would cool in the upper atmosphere and fall straight back down as rain. There is also evidence that ice caps can occur very, very quickly and not over millions or even hundreds of years. In some instances, such as the last ice age, evidence would suggest mere days.

Effectively you would have to torch the surface of the planet and then the supersaturation would throw the Earth into runaway greenhouse similar to Venus. Ice caps would not be possible. Consensus scientific "reason" for ice caps would preclude any life on the surface of the planet as well as any ice.

A much more intelligent hypothesis would be invisible ice clouds circulating in the solar system in the same way that comet swarms circulate. Ice "dust" would be easily and readily drawn to the magnetic poles should an ice cloud approach close enough to the Earth. There is no reason to presume that an ice cloud deposition cannot be large enough to raise the ocean levels several hundred feet upon melting.

Some apparent possibilities are the asteroid belt outside of Mars, Venus, Saturn, extra solar ice and Earth water recycled.

Both Velikovsky and Donald W. Patten present ancient documentation that both Mars and Venus did move around unconstrained in the solar system without regard for the laws that govern orbits.

Old observations describe Mars as the destroyer of a smaller planet, the remnants of which is now an band of debris. The destruction seems to have been by roche limit approach of Mars and not by actual collision. If there was ice on that smaller planet then ice clouds are probable as are meteor clouds. Both would have been flung out of debris orbit to circulate in the solar system until captured by a larger body.

Venus, in the early part of it's life, may have had water or ice. Mars seems to have some water ice. During the observed conflicts between these two planets some few thousands of years ago when both were orbitally errant water or ice could have been ripped from the surface of either by gravitational interactions yielding ice clouds.

A body of sufficient size passing near enough to Saturn could drag a large volume of ice free from the rings to become ice clouds.

Ice clouds may be extra solar.

Water may have been gravitationally removed from the Earth by another body of sufficient size and if not captured it would circulate as ice clouds with the possibility of being recaptured by the Earth. This would allow for continuance of ocean life whereas a different salinity would be the end of ocean life.

These examples may seem extreme, but torching the planet to get enough vapor for an ice cap, multiple times, is far more extreme. Solar ice falls at more than three hundred degrees F. below zero will also explain an instantly frozen mammoth with butter cups in it's mouth, and more.
