The first item is talking about percentages, in which case you have to know "percentage of what" before it becomes meaningful. It does eventually say some 53,000+ were laid off.
Meanwhile, the other article specifies "an increase of 590,000 from the record 157,228,000 employed in July."
Certainly both are possible at the same time. :) And the first article doesn't tell us _why_ those layoffs occurred or if those who have been laid off have already found new jobs.
