In common English, "Shall" means required, according to LEGAL definitions of SHALL: it is only a suggestion when applied against the United States.

This is WORD MAGICK, and WORD FRAUD if you ask me. deception by literally changing the meaning of words to something opposite of their meaning in the context that attorneys want. So ever if the US Constitution states SHALL, the founding fathers were never clear that it was MANDATORY. LOL. f*$%ing attorneys!!!! The US Dept of INJUSTICE. Let alone that there is a second US Corporate Constitution from 1871 that enables such constructive legal fraud. Legal Words, like shall, apply to the Second 1871 US Constitution, not the first..

US Fictional "Judges" (ahem, UN administrators) have literally ruled that "shall" only means "may" when against the US Gov't!!! the hypocrisy is oozing from attorneys and their BS legal constructed system.
