With the new official document, the Vatican condemned the so-called "idolatry of the market," as well as "neoliberal thinking", which allegedly solely finds technical solutions to economic problems.

A 18-page document titled "Reforming International Financial and Monetary Systems in the Context of Global Public Administration" was sometimes explicit, for example, tax measures on financial transactions.

"The economic and financial crisis the world is experiencing now invites all, individuals and peoples to deeply explore principles and cultural and moral values ​​based on social coexistence."

"The fact is that the crisis has caused selfishness, collective greed and accumulation of goods to a great extent," the document adds, adding that the world economy needs a "solidarity ethics" between wealthy and poor nations.

The document also writes, "If solutions to various forms of injustice are not found, there will be negative consequences on the social, political and economic plan that will eventually undermine the very foundations of democratic institutions, even those that are considered to be the most stable."

The document advocates the creation of an institution with "supranational authority" that would have "universal authority" over all national financial institutions, which would lead to economic policies and decisions.

It adds that the International Monetary Fund (IMF) can no longer stabilize world finances by regulating the entire supply of money and can no longer review the "amount of credit risk the system has taken over."
