Overall, I believe those verses as well as mention of "one mighty and strong" in Isaiah Chapter 28, describe how the Holy Spirit rescues a soul from disorder (mental illness and bondage to bad ideas), and how the "natural man" or EGO, which believes material reality is greater than spiritual realities, fails at the task of redemption and falls into disrepute.
But the verses also describe how certain persons or groups of persons, are trained by God and then sent into a situation in the nick of time to rescue a people from a perilous situation, for example the founding fathers of the USA or Winston Churchill, who was elected Prime Minister of England as Neville Chamberlain resigned, on the same day Nazi Germany invaded France, Friday May 10, 1940.
