Normally I don’t follow WHATDOESITMEAN, however in the piece covering Executive powers the simple facts and law are exposed in a very clear manner.

Trump as President hold not only the duty to enforce the laws, yet more to the point, act as the executor of the law.
What this means is the Office of President holds arrest authority on his own finding of fact conclusion of law to issue arrest warrants to who ever he appoints to serve them. There is no need of a judge or prosecutor. NO BAR MEMBERS INVOLVED!

After the arrest due process kicks in which is subject matter of the courts.

Law enforcement is exclusive to executive function.

18 USC 4 Is very very clear. “ Whoever, having knowledge of the actual commission of a felony cognizable by a court of the United States, conceals and does not as soon as possible make known the same to some judge or other person in civil or military authority under the United States, shall be fined under this title or imprisoned not more than three years, or both. “.

Trump is the civil authority equal in power to the courts or congress.

What investigation needs to be done? Not much. This is covered by the term, “ Admission and Confession are two exceptions to this rule that are commonly juxtaposed.
