The Rule of Law in this country simply stated just means that there is a hierarchy with the Constitution at the top. In Article VI, Sec 2 of the Constitution it says; "This Constitution, and the Laws of the United States which shall be made in Pursuance thereof; and all Treaties made, or which shall be made, under the Authority of the United States, shall be the supreme Law of the Land; and the Judges in every State shall be bound thereby, any Thing in the Constitution or Laws of any State to the Contrary notwithstanding."
However, this so called "Supremacy Clause" is misinterpreted and misapplied by the federal government to claim authority that they in reality do not have. Because when Article VI, Section 2 of the Constitution is read correctly it becomes clear that it is a conditional statement. In order for U.S. laws to be included under that umbrella of being part of the supreme law of the land together with the Constitution those laws must be "made in pursuance thereof" with respect to the Constitution.
And as to the statement you made I wish to correct you in that our Constitution is in fact a compact (a contract or agreement) that establishes the nature of our federal government and sets the limits of power and authority of this federal government and also that of the states by virtue of the states having entered into agreement to become part of these united States and adopting the U.S. Constitution.
However, I also think that you are correct in stating that we are not today living under the Rule of Law... and this is made more evident and clear in the quote below:

The following is not necessarily applied to you, but I take advantage of the opportunity to remind of different perspectives.
Yes, I am aware of the stated intent. But what is stated and what reality is, are not necessarily the same.
With the 13 colonies coming together, to give birth to a constitution, that implies superiority over that sub-creation. This is commonly accepted, that the states overrule the federal government ultimately. Recall that saying of a parent to a child, "I brought you into this world, and I can take you out." As the parent smacks the child's bottom.
The compact is between the states and the fed. Which is why the people never really elect a president. Which is why the electoral college electors can choose who they want regardless of the popular vote.
However, as you know there is a constant attempt to dominate the states by the fed. Regardless, the states and the fed are fictional creations of man. People are playing head games with these ideas. Nature and all its variables do not care about mankind's head games. People game everything. So, that's what I mean when I said, what rule of law?
When you question how a fictional construct created by a small group of men a long time ago can be legitimately applied as a contract to present day flesh and blood human beings, it doesn't hold water.
People can't control their state reps, and therefore can't control the feds.
I think people are afraid to let go of the shoreline.
You have been telling the people,
That this is the eleventh hour.
Now, you must go and tell the people,
That THIS is the hour,
And there are things to be considered.
Where are you living? What are you doing?
What are your relationships?
Are you in the right relationship?
Where is your water?
Know your garden …
It is time to speak your truth.
Create your community,
Be good to each other.
Do not look outside yourself for a leader.
There is a river flowing now very fast,

That there are those who will be afraid,
They will try to hold onto the shore.
They will feel they are being pulled apart,
And will suffer greatly.
Understand that the river knows its destination,
The elders say we must let go of the shore.

Hold fast to them and celebrate!
