If Edward Snowden and his revelations were a CIA anti-NSA op, that would explain Ms. Mills ability to escape any consequences of being intimate with an Enemy of the State. The CIA would probably be able to keep her off no-fly lists and otherwise off the FBI's radar. She might even be Mr. Snowden's liaison with those running the op. I think this interpretation has an air of possibility about it. I have trouble imaging the NSA running an op on itself, even as a "limited, modified hand-out" or social conditioning. Well, maybe social conditioning can't be completely ruled out ("We know everything, resistance is futile"). I also have trouble with the idea that they would let a Russian handler run around unmolested.
