The gold fringe tends to indicate that wherever you are, if you are in the presence of that flag, you are under military code, or under Admiralty Law as imposed on you as federal subject citizen, or you are in a Ship's Town and not lawfully in the jurisdiction of a sovereign State of the U.S., even if you think you are there.
