Made a copy of your post and passed it around to see if anyone in the vicinity might have an idea. So far, we've come up with this interesting thought:

Whoever is 'playing' cat and mouse with you may have uploaded a 'cookie' that subsequently changed all of your other cookies such as those with your Yahoo and RMN access info. AND they may redo it every time you come on line. If so, the answer might be to Go into your 'cookies' folder under windows and delete EVERYTHING except the .dat file.
Then go to your 'temporary internet files' folder, also under windows and erase everything in there.
Then restart your computer to make sure anything in cache has been cleared.
When you log onto the net, but BEFORE you come up into any specific site, go back into the 'cookies' and 'temporary internet' folders and check to see if any cookies have re-attached. Make note of the info and then Erase. This will tell you if something is coming in at the advent of your merely dialing in. Supposedly they 'can't' do this, but in this day and age, it doesn't hurt to check.
Now bring up RM News. Return to the same folders and check again for cookies. If they aren't things that belong there, make note of them as well and erase. (Post any suspicious ones here so we can all have a look at them...)
Now see if you can log in.

The other thing I would do is to check Netwatcher in Windows ME (presumably your new computer has this version of Windows) and see who is 'attaching' itself to your computer. Anything that says 'Syn_Sent' is certainly one indication of someone 'screwing' with your system. Make note of their addresses before you 'turn them off'.

To get to Netwatcher, go to [Programs] then to [Accessories] then to [system tools] then to [netwatcher]

Have you called the phone company about your other problems? You might ask to speak to a customer service agent; tell them exactly what is happening and what you think it is and why you have reason to believe someone is messing with your phone system. They can put a monitor on your line to record the various digital goings on.

You might also check for internet service through satellite or microwave. However, they are ultimately even easier to 'mess' with.

Also, I agree with Oliver. It would be very nice if The Q and his buddies would provide a little physical help with sweeping your area for weird jambing frequencies. You can bet that ultimately it is 'frequency' of some type that is being used to disrupt your life. Do you have any towers near you? Any vans hanging out around you? Are your neighbors experiencing anything similar?

Know this probably doesn't help a whole lot, but YOU ARE DOING SOMETHING VERY, VERY RIGHT, or these soul-less bastards (what does Esclarmonde call them?...lizard brains?) wouldn't be focusing on you.

Maybe all this is just the obvious...but we've got our 'thinking' caps on, at least...
Our thoughts, concerns and good energy are with you at this time and in this battle. It must be at least a bit comforting to know that because of your RMN Agents, at least the Reading Room is kept fresh and current. None of your Agents would dare take advantage of the situation. And any who dared would reveal their true agendas in a minute!
Your presence is sorely missed...hmmm...but I do remember you saying you needed a rest...? ;-)
