SAIC controls root DNS, they do play games out here, but they wouldn't be that obvious. When something is published that "they" (the powers that be) do not want us to see, DNS entries disappear. In effect, the site in question no longer exists and can't exist again until SAIC allows it. DNS is very tightly controlled because without control, people could publish anything. I don't think theories scare them much, but when the day comes that someone publishes solid proof of a long held secret or two, "they" will do their best to see it disappears as quickly as possible.

So lets say you've gotten something top secret and want to share it with the world.. What should you do? Post it here! Send it to over to cryptome.org and slashdot.org too! Send it far and wide, it'll have the best chance of survival that way.
