Why indeed would the Queen have anything to do with the US social
security --- I think the answer is found in the periodic negotiations between the UK & its allies in WWII, as to what percentage of pension will be paid by the UK for soldiers that served in the British army but are now citizens of other allied countries.
This was re-negotiated bewteen the UK & Australia in late '97
also.
