Possibility: our governments fear visitors from another world or dimension, not because these beings threaten earthlings, but because they threaten the authority of our governments.

In order to counteract any possible benefit that people might derive from commonly held knowledge of intelligent, benign visitors, they must instill fear within populations. Thus, disinformation efforts are given limitless funding, while governments secretly prepare for an "extraterrestrial invasion."
Roswell and other unfortunate mishaps gave them the technology needed to create monsters of their own. The "cold war" became a handy excuse for vast amounts of tax dollars to be spent on technology seemingly directed against earthly enemies.

But who is this mortal or immortal enemy, really?

What the State fears most is God himself; and the people of this planet.
