WHY IS BUSH EXPANDING ROLE OF RELIGIOUS GROUPS?

Posted By: Q
Date: Tuesday, 30-Jan-2001 03:48:41
www.rumormill.news/6657

"On Monday, Bush signed a pair of executive orders creating a White House Office of Faith-Based and Community Initiatives and counterpart offices in five Cabinet-level departments to promote the new competition. He named John J. DiIulio Jr., a University of Pennsylvania political science professor, to head the White House office."

WHY IS BUSH EXPANDING ROLE OF RELIGIOUS GROUPS?

Is there a hidden reason that President Bush has used an Executive Order to create a White House Office of Faith-Based and Community Initiatives and counterpart offices in five Cabinet-level departments to promote the new competition?

Ask yourself: "What does President Bush know that the rest of us don't know?"

Then think about Alan Greenspan and his " irrational exuberant embrace" of G.W.'s tax cut.

It doesn't take a rocket scientist to know that something is up. What is it?

Have you been watching the figures in layoffs? Already 100,000 have lost their jobs... AND WE ARE STILL IN JANUARY!

How are these people going to pay their mortgages and feed themselves? Most government welfare programs no longer exist. If there are no more government programs to help people who are "down on their luck" i.e. ...those who have been screwed by GATT, NAFTA, the WTO the New World Order and the mega corporations who want slaves NOT workers!

But is something else going on?

What if there was a group of people who understood how an evil cabal of international bankers have robbed the birthright of every citizen of America?

What if this group "conspired" to get rid of this evil cabal?

How would they do it?

What would have to go first?

The Federal Reserve? the IRS? Greenspan?

What if the group of "conspirators" amassed trillions of dollars which they are using like a steam roller to destroy the evil cabal?

What if Alan Greenspan realizes that his empire is about to be steam rolled? Therefore he is grasping at straws, trying to delay the inevitable.

What if President Bush knows what is happening, agrees with it, and is using his power of executive orders to try to soften the blow to ordinary people?

What did I just say?

Whoa! Did I just say that President Bush knows that a group of conspirators is just about to steamroll the Federal Reserve, the IRS, Alan Greenspan and all his cohorts?

Did I just say that President Bush agrees with the conspirators and is trying to alleviate some of the suffering that is about to happen to the American people?

What if I told you that there is a bill in Congress... some say it has already passed... others say that it has never existed...

Check out

http://www.nesara.com

and you can read the "proposed text" for the bill.

Whenever the "big boys" want to bring about a major change... they will create a crisis, and out of the crisis will come a synthesis... yes, like Hegel's Dialetic.

In this case, can an evil be used for good?

Ask yourself how many of your friends and family want the IRS abolished. Most people are so stuck in their rut that they don't want to do anything to rock the boat. They will just "suck it in" and keep on keeping on, just as long as they survive, and have a beer or two at the end of the day!

These people are the "happy dreamers" that will never wake up to what is going on around them until they are out on the street... cold and hungry, and clueless as to what to do for themselves and their families.

Out of chaos can come change....

So, why is President Bush using the power of the Executive Order to institute this new Faith Based Charity? He is doing it because he knows that all hell is about to break loose and we are about to have millions of homeless, hungry and cold people living on our streets.

Very shortly we will all be given an opportunity for rapid growth. Will we have the courage and inner faith to go through these fires of change and come out on the other side a purified piece of gold? Or will we fail the test and sink to the lowest possible denominator?

You and only you have your future in your hands. How you walk through the next few years will determine your place in the universe for eons to come.

Go inward, to your own connection with the God head. Only a direct connection with the force that created all of this will get you through this coming time.

Yes, President Bush knows what is coming. So does Alan Greenspan. But if either of them told you the truth, the panic would be worse that the reality.

May you have the courage of your convictions and the strength to see this through.

Bush Looks to Expand Role of Religious Groups in Social Programs
By Laura Meckler

Associated Press Writer

WASHINGTON (AP) - Seeking to expand the role of religious groups in social programs, President Bush has seized on a politically popular initiative that leaves opponents worried about breaching the wall between church and state.

The centerpiece of Bush's plan, which would allow religious groups to compete for billions of dollars in government grants, is modeled after similar efforts that previously have faced little opposition on Capitol Hill. The proposal also calls for a slew of tax breaks to encourage charitable giving.

But given the chance to involve religious groups in their welfare programs, most states have done little or nothing so far to steer contracts toward churches, synagogues and other religious organizations, proponents say.

Now Bush plans a major expansion of "charitable choice," which has been limited to welfare, drug treatment and community development programs. The proposal Bush was sending to Congress on Tuesday would open all federal grant programs to religious groups.

"Government will never be replaced by charities and community groups," the president said Monday. "Yet, when we see social needs in America, my administration will look first at faith-based programs and community groups, which have proven their power to save and change lives."

Bush, who was unveiling his legislative plan at a Washington-area school Tuesday, also would allow some 80 million taxpayers who do not itemize their taxes to claim a deduction for contributions to charitable organizations, meaning they wouldn't have to pay taxes on the money they contribute.

In addition, aides said his plan would:

-Create a new credit against state taxes for contributions to poverty-fighting organizations chosen by each state.

-Allow Americans to contribute money from their Individual Retirement Accounts to charities without paying a tax penalty.

-Increase the tax deduction for corporation contributions and limit corporate liability for in-kind donations.

On Monday, Bush signed a pair of executive orders creating a White House Office of Faith-Based and Community Initiatives and counterpart offices in five Cabinet-level departments to promote the new competition. He named John J. DiIulio Jr., a University of Pennsylvania political science professor, to head the White House office.

Under current law, religious groups must create separate organizations that do not promote religion or discriminate in hiring to compete for grants. So while a Catholic church is free to hire only Catholics for its staff, an affiliated, government-funded homeless shelter at the church may not consider religion when it hires its workers.

Critics complain that by breaking down these rules, Bush's plan amounts to government funding of discrimination.

"I don't want Bob Jones University to be able to take federal dollars for an alcohol treatment program and put out a sign that says no Catholics or Jews need apply here for a federally funded job," Rep. Chet Edwards, D-Texas, said in an interview.

But Edwards is one of only a few vocal opponents in Congress, and he predicts the initiative will "fly through the House."

"I hope we can help fine tune it as the jet is flying through," he said.

Civil liberties and civil rights groups plotted strategy to fight it and vowed a court challenge if they lose.

But the centrist Democratic Leadership Council touted its own support for similar faith-based programs, and opponents privately admitted that it's tough to persuade politicians to oppose funding for churches.

Backers say Americans looking for aid will have secular alternatives and that no organization will use tax dollars to preach religion.

"It can fund the soup, it can fund the shelter; it shouldn't fund the Bibles," said former Indianapolis Mayor Stephen Goldsmith, whom Bush named to the board of the Corporation for National Service, where he will help oversee the initiative.

Goldsmith estimated that, under Bush's plan, some $10 billion in government-funded services - such as after-school programs and domestic violence shelters - would be newly opened to participation by religious providers.

Charitable choice was first adopted as part of the massive 1996 welfare overhaul, and both sides agree it was largely overshadowed by higher-profile debate over fundamental changes to the welfare system. Backers faced little opposition as its provisions were quietly expanded to community service grants and drug treatment programs.

Still, states have been slow to involve religious groups in their welfare programs, according to a "report card" issued last fall by the Center for Public Justice, which supports the provision.

The center gave an "F" to 38 states, plus the District of Columbia, for failing to implement the law.

"In some cases, there's a presumption they don't have to follow it," said Stephen Lazarus, a researcher at the center. "They don't understand this is part of the law."
