I think the City of David refers to Jerusalem as it was when David conquered it. A walled town/enclosure. In one of the books of Samuel or one of the books of Kings the narrative talks about David purchasing the threshing floor of somebody or other so he could build the Temple thereon.

David, a man of bloodshed, was not permitted to build the temple although he acquired all the materials for the project that was completed by Solomon.

At that time, I think, the Ark of the Covenant was kept at Shiloh in tabernacle. The threshing floor/Temple mount was outside the walls of David's city.

Sorry I don't have time to find the exact refs. for you. You should have no trouble finding them, however, in the standard canonical texts of scripture.
