organized universal society of life-bearing planets. How universal politics have placed Earth in a
planetary quarantine. How that quarantine may be lifting, and what we can do to hasten a universe
reunion
Caveat lector - Our human civilization is at the very beginnings of its era of Universe
consciousness. Descriptions of the structure of Universe government – and indeed of the
dynamics of Universe politics - may be inaccurate in varying degree, however intuitively
well-grounded the descriptions may seem, and any factual errors are the sole responsibility of the
author.
Exopolitics
EXOPOLITICS – the study of governmental structures and political processes in the Universe -
is in its infancy. Our dominant contemporary scientific paradigm holds that the Universe is
largely empty of life, except perhaps for the primitive forms of life that are the subject of
exobiology – the study of biological life in the Universe.
Yet what if most of the story modern man and woman know about Earth and its outer space
environs is exactly backwards? The real story unfolding in the Universe may turn our
conventional concepts about reality upside down.
Is there intelligent life in the Universe? In fact, the truest conception of our human circumstance
may be that we are on an isolated planet in the midst of a populated, evolving, highly organized
inter-planetary, inter-galactic, universal society. Earth is isolated because we are in intentional
quarantine by a structured, rational universe society.
Are we as a planet on the verge of being re-integrated into universe society? That’s very likely.
The signs are all around us. There is an extraterrestrial initiative to reintegrate Earth into
interplanetary society. Exopolitics, the dynamics of politics and governance in inter-stellar
society, is a key channel to transforming our human future. Exopolitics’ immediate goal seeks a
decade of human education and community politics about the extraterrestrial initiative."
Does this version of our Universe reality sound vaguely familiar to you? Does it raise a tingle
along the back of your neck? Does it have the ring of truth? Or do you react to it as flaky and
unscientific?
Whatever your reaction may be, it falls along a spectrum of opinion that has already been
scientifically measured.
A 1996 Gallup poll showed that 72% of the U.S. adult population believes there is some form of
extraterrestrial life. Fully 45% of the adult population believes the Earth has been visited by
extraterrestrial life. Presumably, public opinion about extraterrestrial visitation may be roughly
the same in the other regions of the planet. The proportion of world youth who likewise believe
extraterrestrials have visited Earth may be even higher than the adult population
So, nearly 100 million adult humans in the United States of America - forty-five percent of its
adult population – believe that extraterrestrial civilization has visited Earth. One hundred million
adults is approximately the number of U.S. adults who vote in a U.S. Presidential election! The
US Federal Election Commission reports that 96,277,634 persons voted in the 1996 presidential
general election.
It is safe to assume these 100 million adults aren’t delusional, pre-programmed, or brainwashed,
if for example extraterrestrial "visitations" are staged secret psychological warfare operations by
human military-intelligence agencies.
By the very rules of public opinion polls, these 100 million extraterrestrial-sensitive humans are
responding to something they believe is true, down deep in their intuition, somewhere perhaps in
what they know as fact or probability that extraterrestrials have visited Earth. In short, human
intuition is reality-oriented enough to filter out false propaganda from Universe reality.
A more recent (November 11, 1999) though less statistically based poll was released in the United
States by a cable television documentary program. Its participants included a number of leading
astronomers and astrophysicists. Seventy percent of those surveyed believed there was intelligent
life in the Universe, including in our own Milky Way galaxy. Fully eighty percent believed the
alien civilization would be more advanced than Earth’s. Some poll participants had negative
projections about extraterrestrials. Sixty-five percent of participants thought Earth would be
conquered if aliens chose to "invade" us; while 26% of participants thought Earth would fight
back and win.
These polls may in fact measure a bottom-line scientific reality about the Universe, which the poll
participants intuitively sense. We humans may actually be part of a highly advanced, organized
interstellar civilization, from which we are in deliberate isolation. A Universe society of
intelligent, planetary civilizations may in reality exist, and be highly organized and civilized. This
interstellar government would not attack Earth. It is not violent, war-like, and destructive. We are
part of a peaceful Universe government, though we are currently in isolation from the rest of
interplanetary society.
Earth in fact may be only one of countless populated planets in an organized Universe, under the
guidance of an advanced Universe society. As a near majority of the human population intuitively
feel, not only have extraterrestrial civilizations visited Earth, but Earth may be governed as an
inter-planetary federation.
We do not officially know of or see the Universe government, because Earth has been under
deliberate Universe quarantine, isolated from the rest of inter-stellar society.
We do not officially know the reasons for this quarantine. We may be quarantined for
evolutionary reasons, as a planet not yet advanced enough for social interaction with the rest of
Universe society. Under the "minimal interference" rule, more advanced civilizations are
prohibited from interfering with a less evolved Universe civilization, in a way that would be
harmful to it. Or Earth may be quarantined for reasons for essentially exopolitical reasons –
reasons of Universe politics. Earth may have somehow violated interplanetary norms in our
distant past, and now must prove itself worthy of participation in the body politic of the Universe.
We humans seem to have been historical victims of Universe politics. To date, we have not been
deemed ready to resume Universe citizenship and the exopolitical game. To extricate ourselves
from our exopolitical isolation from a larger Universe society, it seems that human society should
begin overtly considering the unanswered "what if" questions of modern science and the cosmos.
What if our planet Earth is part of an organized society of inhabited planets? What if we have
been kept deliberately ignorant, in quarantine? What if the key to re-integrating us with our
fellow planets lies in our own power to change our society? How can we become ready for
universal citizenship, and universal politics? What steps can we humans take to make our
universe reunion come true?
The human transformation brought by addressing these issues will be profound. If, as is
probable, Earth is in fact part of a well-governed Universe, our entire human civilization, including
our governance, our technology, and ways of life, will be transformed. The discovery by humans
that they are not alone, but are part of an organized society will be the greatest single
transformation in the long history of humanity; greater than any prior scientific, political, or social
shift.
Re-entry into Universe society means that substantial aspects of contemporary human life are
changed. Our re-entry into interplanetary society is an evolutionary quantum leap. Our
evolutionary blueprint is as an inter-stellar species. As a practical matter, we can achieve this
blueprint only as part of organized inter-stellar space. As we break through our Universe
isolation, we will be ejecting millennia of social and emotional baggage in our awakening to
universal citizenship.
Every morning six billion of us wake up to a conventional story of who we are that is the reverse
of the truth. The story tells us, counter-intuitively, that we are the only intelligent species in the
entire Universe. Yet the scientifically measured intuitions of a plurality of US adult humans tell
us that we are not alone in this vast Universe. Almost a majority of US adult humans now know
that we are part of a highly organized interplanetary society, and humanity, for evolutionary and
political reasons, has been deliberately being kept in the dark about this. The rest of the world’s
population - adults as well as youth - also intuitively know this in some reasonable proportion.
No wonder there is so much confusion on this planet about our role in the larger Universe. Our
personal confusion starts at birth. First our parents, who themselves have been confused all their
lives about this planet, pass on their heavy pre-programming to us. Then, as we grow, more
confusion comes our way from our schools, religions, governments, institutions, media, peers.
We ourselves eventually become transmitters of confusion, and pass more advanced confusion
onto our peers, families, friends, and children.
How much easier and less confusing life might be if we each were issued a "User’s Guide to
Life" at birth, updated each year. A User’s Guide to Life for every human being on the planet
would contain standard human instructions for at least four elements of our life on Earth. How
most of the story modern man and woman know about Earth and its environs is exactly
backwards. How it is most logical and rational that we live in a highly populated and organized
universal society of life-bearing planets. How universal politics have kept Earth in a planetary
quarantine. How that quarantine may be lifting, and what we can do to hasten a universe
reunion..."
