Chip put a wealth of information up on the 'net (The Pegasus Files) in many different places before he dropped out of sight just over 2 years ago. A person that you mentioned the other day, Mike Ruppert, was familiar with Chip and spoke with him regularly up 'til his disappearence...perhaps you should follow-up with Mike (http://www.copvcia.com) if you want further details. If Mike is willing to discuss him with a stranger...I don't know, but this is the best "lead" I can give you.
