Here's the impression I'm carrying:

- Faction One is the always rude Gnu Whirled Odor crew (NWO). They're the ones pressing (for a very long time) for a Global World in which they're at the top, many of us are dead, and the remainder of us are at the bottom. It's generally thought these are the folks who have begun moving America's public lands into global control under UN auspices, etc., etc. These would also be the folks who started the "AIDS" thing rolling - whether we think iof it as the result of a lab-made virus or as a massive hoax that increases control for "public health" reasons. We'd figure the Rockefellers and all their friends are in this faction.

- Faction Two favors a return to 'Cold War', the exact opposite of conditions that would be needed to produce a Global World under a one-world 'government'. They favor a "balance of power" among nations.

Who's in this Faction? Details are a little fuzzy, to me, though I think Rayelan has a pretty clear picture of it. It's suggested that _both_ Fac 1 and Fac 2 are represented by factions within the intelligence agencies and within the divisions of the military as well. It would appear true patriotic members of the military are in Fac 2 - the ones who understand such concepts as "honor" and "duty".

As the current 'de facto' governments are apparently controlled by Fac 1, we'd expect the 'de jure' governments (chiefly royal families of European countries) would be in Fac 2, or at least sympathetic to Fac 2. Many of these folks have been in exile since the end of WWII; that 50-year exile is now over, timewise, and many of them are returning to their countries, perhaps with an idea the bureacratic 'de facto' governments should go away now.

Faction Three, Rayelan tells us, is comprised of next-generation members of Fac 1 and Fac 2, who simply don't want to go along with the "family traditions" and have struck out on their own. I'm not sure if they have a particular vision of what the future should look like, or if they're only sure they don't care for the Fac 1 and Fac 2 visions of the future.

(My own intuition says there's a Faction Four out there somewhere, totally off the radar but hard at work. I think they're more spirit-minded, and in favor of self-sovereignty for all people.)
