You can be offended by the words spoken if you allow it. You have the final say in what words do to you. It is your choice. You have personal control over that. You do not have control over another human being, especially what they say or do.
You cannot legislate respect for others. You cannot hand out respect like Halloween candy. Respect is earned.
A mother going to a school to bitch about her boy getting bullied results in more bullying for the boy. How is that child going to deal with similar behavior throughout its entire life, if it never learns to do it on its own? A parent or cop cannot be around your child 24/7 to guard against any offense directed towards your child. Which brings me to the next point.
Parents have the responsibility to teach basic human respect for others to their children. It is not societies responsibility to do that. All of society is not going to be conformed by law to behave in a manner that is in alignment with your specific preferences.
Parents have the responsibility to teach basic self defense, whether that be physical or mental, to their children. It is not societies responsibility to do that.
