Indeed the document was created by a common law grand jury established by private citizens, who submitted their documents to the district court with a justification included in the document for why they believe they have the right to initiate prosecution with their indictments. This has no connection to Trump or any government officials taking action in regard to the alleged crimes. There really isn't much precedent for this type of citizen enacted grand jury getting government officials to take action as a result of their findings.
