A executive pardon cannot be issued for an offense which has not been committed. As granted by the Constitution (Article II, Section 2, Clause 1), Presidents have the power to grant clemency in one or more of the following ways: the ability to grant a full pardon, to commute a sentence, or to rescind a fine. U.S. Presidents have no power to grant clemency for crimes prosecuted under state law.

As to the difference between a pardon and a commutation:

A pardon is an executive order vacating a conviction.

A commutation is the mitigation of the sentence of someone currently serving a sentence for a crime pursuant to a conviction, without vacating the conviction itself.

So, legally, Obozo and Hitlery have an obvious set of problems

By the numbers, they are:

1) That there was/is, as has been alleged by several sources, a crime worthy of punishment committed.

2) That Hitlery was/is, strongly associated with, or did actually commit some or all of the alleged criminal actions.

3) That the FBI (or someone else) must first INDICT Hilery with an actual crime, before Obozo can do anything.

The fact is that this hard bump in the road must take place before Obozo leaves his ursurped seat, AND Hitlery has to win in November, because the GOP will otherwise have a field day later with the DEMs (and anyone else politically connected) with the sword of Damocles hanging over their heads.

If either Hitlery OR a selected REPUKE candidate wins, you can kiss it all off. It sure wont last long. that you can bet.

So obviously, as the P word comes out, you can bet that yep, Hitlery done it, and her bullshit has crashed the former USA.
