For others, here is some background.
Sheriff Palmer is a Constitutional sheriff in Grant County, Oregon. He is the sheriff in the next county over that Lavoy Finicum stated to LEO, at the first roadblock on the day of his murder, that his party was in route to meet with in John Day. Bundy/Finicum and the others were on their way to an engagement to give a presentation about the Constitution, as requested by the people of John Day and surrounding areas. Only a day or two after the shooting, a picture of Sheriff Palmer at the roadblock started being circulated on the net with the question - Did Sheriff Palmer actually set up Bundy/Finicum and the others that horrible day? Then, only a couple of weeks ago, an all out smear campaign was raged on Sheriff Palmer for being a Constitutional Sheriff and of having some sympathies with the occupiers. Articles, postings in social media, etc. had discussion of having Sheriff Palmer removed from office when he is one of the few sheriffs in Oregon, it seems, was actually elected by the citizens. Sheriff Palmer was not selected like Sheriff Dave Ward in Harney County, (county of location of the refuge and shooting), or Sheriff Shane Nelson of Deschutes County, the Oregon State Police's choice for conducting the "independent" investigation into the shooting. Even Governor Kate Brown was selected.

It did not help the FBI/OSP when they released the 360 page report of their investigation on March 4 to the press. It contains the testimony of participating officers of the shooting while being interviewed by Deschutes County investigators. One officer states,
“I KNEW GOING INTO IT THAT THERE WAS A SHERIFF IN GRANT COUNTY THAT WAS SUPPORTING THE MOVEMENT, OR THE IDEOLOGY BEHIND WHAT THEY WERE PUSHING. I KNEW THAT THERE WAS A LARGE AMOUNT OF COMMUNITY MEMBERS IN GRANT COUNTY THAT SUPPORTED THEIR BELIEFS, AND THAT HAD SIMILAR CONSTITUTIONAL BELIEFS, AND TO THE POINT OF THE GRANT COUNTY MAKING IT CLEAR THEY ARE A UN FREE ZONE, AND SO THAT KNOWLEDGE WAS KNOWN TO ALL OF US.”
(This part of the officer's testimony is in reference to why the roadblock location had been changed during the operational planning from the first choice of Sheriff Palmer's county.)
