What you are really trying to say, is if someone is not going to do anything to fix the problem, then they cannot expect anything to change by itself, so they should not be complaining about it.
In physics, it is commonly believed that a body in motion tends to stay in motion, or a body at rest tends to stay at rest, unless some other force is applied to cause its inertial condition to change. That makes sense.
However, if you have a broken piece of equipment, and the only tool you have is a crescent wrench, but the problems with the equipment require other tools, then it makes no sense to say that you can't complain. You would obviously complain about the fact that you need other tools to fix the equipment.
The first problem is the ass-u-m(e)-ption that voting does anything at all, except to fool yourself. Programmers giving testimony in court? Election results that never seem to give you a win, when you are not voting for the same old crap? The politician that you did vote for and who was also elected, but did the opposite of what s/he said s/he would do? Year after year of the same behavior from government? An ever increasing government employee payroll? The same agenda progressing further every year? What evidence do you have that voting does anything at all? Please show me. Lead this horse to water with your years of experience.
The second problem, or what to do about this: What other tools do I see, that are needed to fix the problem we find ourselves in? Answer: an educated population. I don't mean public schools or college. I mean all that and everything else that they will not teach you in public schools or college. I mean the experience of history/herstory, and all in between. The cover-ups, the lies, the bullshit washed away with a pressure washer. The unvarnished truth as we are discovering/remembering it all over again. Where things come from. How the food gets on your plate. The nitty gritty details that produce the product, the service, the condition we find ourselves in presently.
Each must be wise enough to resist the temptations of the corrupt, to protect its future condition, and that of all others, else follow those they use as a crutch, who are wise enough. Of course this means that the common definition of successful is redefined to reflect the wise.
