I no longer believe PHOENIX was an Assassination Program. The PHOENIX in retrospect, symbolizes the Vietcong's RISE FROM THE ASHES.

It makes sense to me that it was a secret AID program to plan offensives and targets for munitions profits and mayhem.

The CIA sponsors 'Rebel' insurgents across the globe. It Makes sense that they would back the WINNING SIDE, the COMMUNISTS to continue a US ENEMIES PROGRAM.

BUSH GRANDFATHER

Remember that Bush Grandfather Herbert Walker, ran W.H Harriman, Averill Harriman was Ambassador at large to Vietnam.

The Vietnam Peace Talks, overseen by Harriman were a secret conduit to the enemy for jointly conducting the war effort 1968-1973 I now believe.
