The Sixteenth amendment was never ratified. It's a ball of fluff! There was an exhaustive 10 year study and a 753 page report proving the sixteenth was never ratified. The sixteenth amendment states that Congress can tax income from any source. That is any source within it's corporate purview. IRS publication 514 defines what is taxable: Income from a U.S. source. The U.S. is the United States. The United States is a a Federal corporation (28 USC). The United States is located in the District of Columbia (UCC 9-307(h)). The 16th amendment is copyrighted corporate bylaws of a corporation foreign to the union states. The Constitution for these United states of America only has thirteen amendments.
