I've always wondered at the ridiculous practice of paying for someone else pensions. No one pays MINE?? Why should we be forced to pay for the pensions of retired gov workers??

The security and automatic pay raises, as well as the perception of a “right to be minimally motivated,” that are characteristic of jobs working for the federal government, may soon be a thing of the past. If President Trump gets his way, the concept of rewarding productivity and penalizing poor performance, including the ability to terminate bad employees, may be part of the federal government’s employment practices.

For the 2.8 million federal employees raises will also be based upon performance, rather than the calendar. Senior OMB officials have indicated that these changes will be included in President Trump’s 2019 budget proposal, set to be released on Monday.

The tenure-based increase system would be slowed in order to generate roughly ten billion dollars over the next ten years for merit-based compensation, according to anonymous sources within the Office of Management and Budget. They also noted that much of the clerical work can now be automated, with IT and cyber security skills being in demand.

A review of their generous retirement benefits is also in the works, with a possible change to a defined-contribution type of system as a replacement for the current pension plans. Congress will have to initiate some of the changes, something difficult to successfully maneuver during an election year.

‌A 2017 CBO study has shown that federal employees with a high school diploma earn an average of 53% more than their counterparts in the private sector. For college graduates that figure is approximately 21% higher. Advanced degree holders earn roughly 18% less than those working in non-government positions.

It’s likely that some of that lack of compensation being attached to performance may have led to the rise of the deep state, the feelings among government employees that they are independent of those they should be answering to in a supervisory or management position, as well as the American people. Reinforcing the position of management, done properly, could remedy some of the rogue tendencies we see under the current system.
