There's precedent for it, so, apparently, yes, President Obama could pardon Hillary even without her being convicted or even indicted...for federal crimes.

That's a separate matter, though, from state crimes. New York, for example, via the NYPD and local prosecutors, could indict her anyway for actions which are seen as felonies in New York.
