I would have to say that there are twenty-nine states that can now each creep toward its own political interpretation of the ten permanent organic amendments.

Not to seem esoteric, the fact that popular voting even exists in contradiction to plainly stated law indicates that some rather dark magic has been successful. The entities, enthusiasm and hope, can be servants of ones pleasure or the masters of ones demise. They appear to dominate the general population in large degree at this time.

Its all about language confusion, like using hypothesis and theory to mean the same thing.
