I don't really have an answer for you on that, except perhaps to say, "The bigger the ship, the slower it is to turn." I think it's possible big changes are underway at high levels, but there are still those who are resisting those changes and perhaps there are still "low-level minions" who are following up on the last orders they'd received, not realizing yet that the _structure_ within which they receive their marching orders is falling apart around them.

FWIW, we're _assuming_ the accident that took the life of Putin's chauffeur was a deliberate hit or warning shot - but we don't know that; it may have been just a wild accident. I'm wondering what sort of plan would include the likely death of the driver of the other vehicle. (Manchurian candidate? We don't know, yet.) It's reported that the other driver is still alive, he may prove to be a source of further information in days to come.

I think the vaccine push may indicate a level of desperation, somewhere; it may be an attempt to accomplish something "before time runs out" for the 'bad guys'. As scary (and reprehensible) as it is, it might be a sign that good things are moving forward behind the scenes.
