Emperor Akihito (Provided by Imperial Household Agency)
The Imperial Household Agency released a video message Aug. 8 in which Emperor Akihito expressed his concerns about performing his "duties as the symbol of the state" in light of his age.
Akihito, 82, went on national television and said, "it may become difficult for me to carry out my duties as a symbol of the State with my whole being" in the prerecorded message, which was made after he had confided in aides about his hopes of Crown Prince Naruhito taking over the Chrysanthemum Throne.
Also, as the Constitution states that the emperor has no powers related to government, Akihito avoided any direct references in his message. However, the overriding impression was that he hopes to abdicate at some point.
Akihito also expressed a negative view on appointing a regent to perform state duties on behalf of the emperor.
He said, "The Emperor continues to be the Emperor till the end of his life, even though he is unable to fully carry out his duties."
The message was recorded on the evening of Aug. 7 at the Imperial Palace.
