The main outcome of the visit of US Vice President Joe Biden to Ukraine was the lack of public statements about serious help to Kiev. Both the US and Ukraine recognize that the peace process is based on the Minsk Agreement - that Russia is fundamentally ignoring. During his visit, Biden refused to lay flowers at the monument to those killed at the Maidan, after having met the crowd booing Poroshenko.

After the talks, the US Vice President Joe Biden, with the Ukrainian leadership administration officialy stated to journalists who accompanied Biden, Washington's position. He called Russia's actions in relation to the Ukrainian crisis unacceptable and said that a significant part of the talks in Kiev is focused on how "to send a clear signal to Russia".

Such statements are heard regularly from Washington and have become the background of the Ukrainian crisis. Essentially administration official said that, in fact, is a recognition of Moscow's policy on peace settlement: the negotiations was "a clear sense that we should not begin all anew, refusing Minsk agreements."

"We already have an agreement setting out the basic parameters (settlement) that the Ukrainian side continues to be considered correct and have been accepted by the Russians" - he recalled. A US claims to Russia, he said, are reduced to the fact that these parameters are not "observed".

"So, I think everyone agrees that at the right time once again is for a dialogue," - he said, without specifying when that time comes.

"Regarding that we have the final determination as it on the terms and modalities" of negotiations, the composition of the participants, "said the representative of the United States. "On this occasion, the decisions were not closed" - he said.

According to him, "now so different actors, as the US Congress, the Europeans and the IMF - and all" are looking at Kiev, to make sure that the new government there will be "committed to reform."

"And frankly, it's hard to move forward" to the possible preparation of the "big bailout package" or discussion of Ukraine "additional sanctions" against Russia without proof Kiev intention to implement political and economic reforms, said the representative of the US government.

According to a representative of the administration, the United States has signaled to Ukraine that "it is willing to do everything possible to mobilize the international community - such as the Europeans and the international financial institutions" - to provide further economic assistance to Kiev. This kind of issues is "related to the formation of the government" in Kiev "and the reform agenda."
