List, status of gun-rights bills before 2015 Legislature

Nearly a dozen bills to expand or protect gun rights and gun-related manufacturing have been introduced at the 2015 Legislature. Here’s a look at those bills and their status:

House Bill 298: Says anyone eligible to own a firearm can carry a concealed weapon, without a permit. Passed the House and Senate on nearly party-line votes, with Republicans in favor, and headed to Gov. Steve Bullock, for his signature or veto. Rep. Bill Harris, R-Winnett, is the sponsor.

HB533: Allows concealed weapons to be carried in restaurants that serve alcohol, and to be carried by employees at a business if weapon-carrier gets permission of the business or building owner. Passed the House 55-45 and awaits action in Senate Judiciary Committee. Rep. Kirk Wagoner, R-Clancy, is the sponsor.

HB203: Forbids any state or local government employee in Montana from enforcing any future federal restrictions on firearms or weapon magazines. Passed House and Senate on mostly party-line votes, with Republicans in favor, and headed to governor’s desk. Rep. Art Wittich, R-Bozeman, is the sponsor.

Senate Bill 143: Prohibits the state Board of Regents from regulating or restricting firearm possession on state college campuses, in most instances. Would allow anyone holding a concealed weapon permit to possess a firearm on campus. Passed the Senate 26-23, approved by the House Judiciary Committee and awaiting action on House floor. Sen. Cary Smith, R-Billings, is the sponsor.

SB122: Provides property-tax breaks and liability protections for manufacturers of ammunition components. Passed Senate 29-19, approved by House Taxation Committee and awaits action on House floor. Sen. Matt Rosendale, R-Glendive, is the sponsor.

HB598: A proposed voter-referendum that says if someone believes their “right to bear arms” has been “burdened” by any government action, they can file a lawsuit, win damages and force the losing party to pay the gun owner’s legal costs. Approved Friday by the House Judiciary Committee and headed for House floor. Rep. Matthew Monforton, R-Bozeman, is the sponsor.

HB457: A proposed amendment to the state constitution that would remove language endorsing regulation of carrying of concealed weapons. Approved by House Judiciary Committee; awaits action on House floor. Monforton is the sponsor.

HB505: Exempts from liability businesses that do not restrict employees’ rights to keep firearms in their vehicles at work. Passed House 58-42 and sits now before the Senate Judiciary Committee. Monforton is the sponsor.

HB320: Gives school officials more discretion in deciding whether a student must be expelled for having a firearm on school grounds. Died in House on 50-50 vote. Rep. Carl Glimm, R-Kalispell, was the sponsor.

HB371: Limits when cities or towns could restrict the carrying of concealed weapons, and allows concealed weapons in restaurants that serve alcohol. Died in House on 50-50 vote. Rep. Kerry White, R-Bozeman, was the sponsor.
